Paul Plemenos
CEO-Managing Partner
Under Paul’s leadership, MRA Property Management has grown from a single asset management company to a robust full-service firm with in-house leasing, management, accounting and maintenance delivering superior value to property owners and residents across the Tampa Bay area. Paul’s “people before profit” mindset has led the firm to 3x growth under his watch.
In addition to being MRA Property Management’s CEO and Managing Partner, Paul is also a Partner and an investment committee member of MRA Capital Partners and serves as the Director of Wealth Management at MRA Advisory Group since July of 2015.
From 2010-2015 he was a Financial Advisor and Vice President at Merrill Lynch; from 2003-2010, Financial Advisor and First Vice President at Wells Fargo Advisors and from 1997-2003, Financial Advisor and Associate Vice President at Morgan Stanley.
He holds the following registrations: FINRA 7, 63, 65, 31. He earned a BS in Environmental and Business Economics from Rutgers University, NJ in 1991. His interests include managing a Pro-Am auto racing team who’s main purpose is to raise money for the Goryeb Children’s Hospital.
Colbey Amspaugh
Director of Property Management and Business Development
With over a decade of experience in property management, Colbey Amspaugh has built her career around helping property owners and investors achieve peace of mind and consistent returns. As a licensed Real Estate Broker in the state of Florida, Colbey combines in-depth industry knowledge with a results-driven approach to managing residential and investment properties.
Colbey is an active member of the National Association of Residential Property Managers (NARPM) and the Florida Real Estate Association, staying at the forefront of industry best practices and evolving market trends. Her expertise in communication, client relations, and operational management allows her to build strong relationships while delivering efficient, transparent, and reliable service.
Colbey’s investor-minded perspective sets her apart-she understands the challenges of ownership firsthand and approaches every property as if it were her own. Dedicated to professionalism, integrity, and client success, Colbey continues to raise the standard of property management for the owners and communities she serves.
Jim Gualtieri
Director of Operations
With over 30 years of experience in Finance and Accounting, Jim brings a wealth of expertise and insight to the world of property investment. A proud graduate of Michigan State University, he holds a Bachelor’s degree in Finance and has built a career rooted in precision, integrity, and results-driven service.
Throughout his career, Jim has consistently demonstrated an unwavering commitment to customer satisfaction, ensuring that every client receives personalized attention and strategic guidance tailored to their investment goals. Justin Amspaugh
Director of Property Maintenance and Construction Management
With over a decade of hands-on experience in property maintenance and renovation, Justin Amspaugh brings a comprehensive skill set to every project-from routine upkeep to full-scale property transformations. He has partnered with both property management firms and private homeowners, consistently delivering top-tier results while maintaining cost-effective solutions. Justin’s expertise spans:

Adam Anderson
Partner
Adam is a founding partner of MRA Property Management and has more than 25 years of real estate investing and asset management experience. He is the founder, CEO and Managing Partner of MRA Capital Partners, a boutique real estate investment company with over $100m of value-add and real estate development experience. Under Adam’s leadership, the firm grew from zero to 600+ units across the east coast.
Prior to launching MRA Capital Partners, Adam was a Managing Partner and co-founder of MRA Advisory Group, a registered investment advisor with over $300m of assets under management and offices in Tampa, FL and Parsippany, NJ where he is currently the Director of Alternative Investments.
Adam’s robust experience with value-add real estate investing and construction management began during his time with one of the nation’s top home builders, Pulte Homes where he completed the development of large single-family developments. He received a BS in Finance and a BS in Real Estate in 2005 from The Florida State University, Tallahassee FL.
Chris Sprowls, Esq
Partner
Mr. Sprowls is the Managing Partner of Rooker Ward Partners, a business consulting and development firm with a strategic focus on Florida. He is also Of Counsel to the national law firm of Buchanan Ingersoll & Rooney. He served as Speaker of the Florida House of Representatives from 2020-2022 and represented North Pinellas County in the Florida House. Mr. Sprowls attended the University of South Florida, and then Stetson University College of Law, receiving his Juris Doctor in 2009. He served as a gang and homicide prosecutor in Tampa Bay for seven years and was the host of the Read, White and Blue Podcast streaming on Apple. He now lives in Palm Harbor with his wife Shannon and their two sons.
